Nonprofits in Germany are reliant upon the national banks developing a new, compliant online direct debit scheme, after the German Bundestag passed national SEPA legislation in November 2012.
The German Fundraising Association had lobbied government to advocate that an interim arrangement for online direct debit was included in the draft legislation. By this the German Fundraising Association tried to prevent that a running down of the most popular form of online payment could lead to a massive setback for voluntary income levels.
Instead, the German Bundestag chose not to intervene in prescribing payment services required, not wanting to intervene in the contractual autonomy of the banks. The German Fundraising Association will monitor further developments.
